Declaration of the World Federation of National Mathematics Competitions
regarding Russian War against Ukraine
The December 5, 1994, Budapest Memorandum on Security Assurances provides security assurances by its signatories
relating to the accession of Ukraine (and Belarus, and Kazakhstan) to the Treaty of the Non-Proliferation of
Nuclear Weapons (NPT). The memorandum was signed by three nuclear powers: the Russian Federation, the United Kingdom,
and the United States. China and France expressed their support in separate documents. In exchange for nuclear
disarmament, Ukraine (and Belarus, and Kazakhstan) were guaranteed military and economic non-aggression by the five
nuclear states, and security and sovereignty within existing borders.
The World Federation of National Mathematics Competitions (WFNMC) condemns unprovoked and unlawful war that
Russian Federation has been waging against Ukraine since February 24, 2022.
WFNMC supports Ukraine's right to exist, its independence and sovereignty within its 1994 borders.
Both Ukraine and Russia have contributed greatly to the development of mathematics competitions not only in
their own countries but internationally. We express our solidarity with the Ukrainian mathematicians and mathematics
educators and support the colleagues from Russia who are against the war and seek to live and work in peace.
